What's the difference between a real ad-account campaign and just boosting a post?

“Boost post” optimizes for likes and comments with no clear business goal. A proper campaign in Ads Manager targets leads or sales, and the algorithm learns to find people who actually buy.
Do I need Conversions API if I already have a pixel?
Yes — since Apple's privacy updates, a plain pixel misses a significant share of conversions from iPhone. Conversions API sends this data directly from the server, bypassing browser restrictions.
What budget can I start with?
